I probably already know the answer to this but can I use the concrete or more specifically a paver to lap a soft Arkansas? I have done it with synthetic stones made of aluminum oxide ect but never a natural stone. I figure it is probably to rough and will leave deep scratches in the stone.

Yes, you can use that. Or use the coarse side of your India or SiC grit stone. Either will work. Mark the stone to be flattened using a black marker. Then with water and the other stone grind away. Check often for progress. Good luck, DM

Do note that the high amount of contact area makes it likely for you to end up glazing the synthetic stone used if it's not a very soft bond. Probably the easiest way to de-glaze the Arkansas stone is with a fine diamond plate. Shouldn't take much effort to abrade off that surface layer.
