Gluing rubber onto a contact wheel

Was wondering what techniques folx use ?

Can one buy a "loop" - say 10 x 2 wide x 3/8-1/2 thick
and just "stretch" it onto the circumference
of the wheel ? Of course applying some
barge cement.

McMaster sells rubber "tubes" - up to 3" ID,
in various thicknesses - excellent for smaller
rollers, but nothing in 10-11" sizes .
 
I built a 14" wheel useing MDF and a neoprene tire.

I used Barge cement for the tire to wheel contact and Hot Stuff"
Super glue for the tire splice.
