Gold membership differences for Non-US customers?

I had decided to Go Gold for Christmas, until I noticed a difference between the membership details for US vs. Non-US memberships.

The Non-US Gold membership doesn't mention avatars and custom titles, yet the Platinum does.

So, as a Non-US Gold member, will I be able to have an avatar and a title?

Everyone can have an avatar, but the ability to create and change one's custom title at whim is available only to platinum members whether they're in the USA or elsewhere.

There is no difference in membership privileges between US and Non-US, the only difference is the price because the Non-US requires offline manual processing.
