Good knife for whittiling

What are some good knives for whittling, My friend is looking to spend around 60 dollars, nothing to cheap, but nothing to expensive. Must have a lock on the blade. Thanks alot.

has been with an Opinel #8 and an Old Timer Middleman. They cost me about twelve bucks each. All the classic whittlers I've seen have been slip-joints. Although I remember somebody saying they had some success with a SOG Access Card. YMMV
