Hello i lm looking for a lightweight chopper for when i make stops while im kayaking up rivers. I would prefer for it to not be too long i still would like a lot of chopping power though. Ive looked at the fiskers x7 and scaxe2 but im open to any ideas under 40 dollars

Well the first response you'll PROBABLY get is "buy vintage" and I'm one to agree. Define how LIGHT lightweight chopper is, Anything in the 1-2 lb range I'd say vintage american hatchets for sure, Fiskars are notorious for edge chipping due to poor HT. If you want a REALLY light weight chopper, you could get a tomahawk. Those are more conducive to chopping than splitting, and the ability to remove the head (due to it being friction fit) is nice as well, Cold Steel makes tomahawks for about 20-30 dollars that need just a little bit of work to be 100%.

Hatchet-wise ebay has plenty of hatchets (or hatchet heads) for auction in your price range, quite a few are vintage and american made, although there are ones from West Germany that are fine as well.

MA, While doing a wilderness river canoe trip I snapped an oar. I used my Estwing hatchet to make another and it got me thru the trip. A good work horse hatchet. You can find them on Amaz for a little more than you posted. DM
