was woundering if somone could point me in the right direction. Need to know whats the laws on fixed blade knife conceal carry and open carry.

Grays Harbor County has no knife laws, only laws on discharging firearms: http://www.co.grays-harbor.wa.us/info/pub_svcs/GHCCode/pdf/GHC09.pdf

Therefore, only Washington state law on knives applies. Like all knives laws, you have to follow all higher laws too. The state makes it illegal to conceal any "dagger, dirk, pistol, or other dangerous weapon." While technically speaking Dirks and Daggers refer to double edged stabbing weapons (and a good defense attorney could argue that), police sometimes will lump all fixed blades within these terms, particularly if the knife's design and/or the circumstances indicate it was carried with the intention to use it as a weapon (even for self-defense).

Open carry is not restricted under law with the exception of brandishing something "in a manner, under circumstances, and at a time and place that either manifests an intent to intimidate another or that warrants alarm for the safety of other persons." Basically, being threatening or menacing. This law contains exceptions for brandishing in defense of yourself or others in the face of unlawful force.

What Glistam said. You didn't mention why and where you will be carrying this knife. If it is out in the woods or down on the beach fishing, no one is going to question it but if you are going to parade around town with it on your belt the law may at least ask about your intentions.

im carrying strickly as a utily knife but in a pinch selfdefense looking for a " little big knife"

Repeat after me, your knife is not for self-defense. Carrying any knife, no matter how small in Washington for self-defense is illegal. You can carry about anything for a realistic utility need but not as a weapon.
