Griffith, German Town Axes and Hatchets

I have been trying to identify some hatchets and axes that have an odd pattern on them for a number of years. All kinds of theories have been kicked around. I do know that the marks were made before forging as to why I don't know but we do have a maker now. I have seen similar axes, hatchets and DBL bits.

Probably just for looks, reminds me of the grip pattern found on some old PEXTO pliers.

It's a familiar pattern. I've seen it on my own axe and others, cross-hatch - dot.
