Any information would be great. I know its an early blade stamp possible 1899-1920 but that's about as much as I can find so far

I think it's an electrians knife from German, otter bought out mmercator thus the new brass mercator with an otter,these were also done by kaufmann iirc

Hmm, I don't know if that is very likely, haven't seen too many electrician's knives with a marlinspike. And that is definitely a marlinspike. Anything is possible though!
 
OTTER-Messer - Taschenmesser, Made in Germany. Definitely a Marline spike. I only question the age because the handles "look" synthetic. But, I don't know when they started using that.
 
I think it's more of a reamer than a marlin spike,looks like old school wire stripper on the screwdriver
