gut hook knife

Use a round ceramic rod. I've used the triangular sharpmaker rods, you just have to rotate the edge through the curve as you move it through. Since you're sharpening on only one side, it'll build up a burr, so one pass of the back on a flat stone has worked for me.
 
i use a leather disc attached to my dremel tool coated with white rouge. i just showed a new member how to sharpen a guthook in this manner. for more detailed info send me your email addy. rje196021@gmail.com

dowel rod and sand paper for me but i make my gut hooks with a 3/4 inch hole and are double beveled
i have 400 800 and 1500 grit paper on hand all the time and i dont think you would need more then 1500 but if you do you can get paper up to 9 micron that i know of
