Is a gut hook on a skinning knife functionally the same as a line cutter on a dive knife? Would a small guthook skinner fulfill the same purpose as a dive knife (cutting fishing line) ?

I'm not sure I'd want to rely on either one, to be honest. I prefer a good recurve or a hawkbill for line and rope. They are more flexible for handling different sizes and types of line.

A line cutter or gut hook is going to be pretty limited in the size and weight of line it will handle. Anything it can't get in one slice it probably won't get quickly.

Its been 25+ years since I've been diving, but I don't believe a gut hook will work on fishing line under water unless the line is very taught, and even then, I think you might have some trouble getting up enough speed for a clean single-swipe cut. If you are tangled in slack line, you will have to cut it with the standard blade anyway.

I have used a guthook (on a Crosslock) numerous times to cut nylon netting and similar material, it works just fine. The comments about it needing tension would also be true of any blade, recurve or otherwise. No blade will cut nylon line without some tension on the line. The guthook is also a very effective for sharpening roasting sticks when it's time to roast hot dogs or marshmallows.
