Half dull, Half sharp

Hello, I was wondering if I was the only one with knife that stays sharp below the belly and gets dull quickly after the belly. And if anyone does face this problem, how do you deal with this problem? , like sharpen only the belly up or just sharpen the whole darn thing.
 
I'll concentrate on a dull area first, but not to the extreme where the grind ends up eleven.
