Apologies if this is a very stupid question, but what is the material you stapled to the wooden (axe? broom?) handle?
 
Why do you use the neoprene? I would consider even the wood to be an overly soft substrate. When I use that trick I use metal tubing. I would use the wood to get a final convex finish.

Depends on how acute you want your final edge I suppose. Most people use mouse pads for convex edge sharpening which are thicker and softer than what I have used here.

I have put convex edges on with diamond stones! You just adjust your tecnique to your tool.

With this I use a light touch and keep the blade VERY close to the paper.
Makes for a very nice edge.

The softer substrate also allows you to engage far more edge width at once. So its faster. Hard tubeing will only allow paper contact at one point unless the curvature is extact. Like sharpening with a piece of abrasive dental floss. No thanks
