What's the best way to cut, shape and polish micarta and natural bone/horn scales. Any tips are much appreciated.

Welcome to BFC. The first thing would be to get an organic vapor cartridge respirator. Not one of those cotton things for mowing the lawn. Micarta produces phenol, and formaldehyde gas, both very toxic, so you will have to get cartridges that protect from both.
It would also help to know what type of machinery you have, to work these things, if any. It can be worked with files, and sandpaper, if you don't have power equipment.
