I’d guess somethung rubbery. Maybe kraton? The thick kraton handle on the Cold Steel master hunter feels very shock absorbent, though I haven’t tested it.

I would imagine the more soft it is, the more shock absorbent. But that would also mean it’s less resistant to scuffs and damage.
 
There is a big difference if you are looking for something off-the-shelf or custom. Kraton is pretty comfortable and wears well, I would go for that. Custom blades for chopping competitions seem to have handles of horse-stall mat rubber, which sounds interesting to try. And if you mean shock absorption as in it won't get damaged from shock, titanium or carbon fiber would work nicely.
