Hard-base wootz blades - anyone knows...?

Some of you probably know a lot about wootz, so I think it is a good place to ask you something unusual I heard...

Generally it is known that wootz is a steel with a soft base and hard carbides. But what is "hard-base" or "hard-matrix" wootz?
Anyone knows something about it or has such knife/blade?
 
About the closest thing to original wootz is CPM 3V .Hard Vanadium carbides in a softer matrix.
The other terms I am not familiar with . Wootz is a cast material to start, made in small amounts .A very labor intensive project !
 
Google 'wootz' and you'll find a great deal of fascinating information. Roselli is as far as I know the only knifemaker producing a modern version of wootz.

Unfortunately, as far as I know and read, Al Pendray was making soft base wootz blades. Am I wrong? And I am looking some information about hard base wootz...
The knife belongs to a friend who is a Journeyman Smith and hung out with Al in his Florida shop. I do not know the details of the hard/soft question. My friend made the sheath.
