I think the answer is "it depends." Levine's book has a whole page of Harley knives made over a long period of time. I imagine that the ones made by Buck, for example, are pretty nice.
On the other end of the spectrum, I recently won a Harley knife in a raffle at the knife store. I feel bad looking a gift horse in the mouth, but it's a China-made POS.

Most if not all are made by United cutlery which is better know for cheap, low end knives however some of the knives in the line have good steels and materials... however those are the exception.
