Hatchet question

Hey, does anyone know if this hatchet was designed this way or was it broken? Look at the lower blade edge. I bought it at an estate sale. It is a True Temper, Kelly Perfect, NO OH.

Yes, but you can still salvage it, look around this forum and see others have done.

This used to be a riggers axe but it is now broken, it could still be ground on and still used to a degree but probably not that useful anymore unless you want to turn it Into a mini hatchet.
