Hatchet with odd eye

I recently found what looks to be a mini hatchet head in a scrap pile at my job. Pretty decent shape, no deep rust, enough hard steel to hold an edge. However the eye on it is something I’ve never seen on any axe before. I will try to upload a picture but will also give a description just in case the link does not work Instead of a full eye, it has an eye shaped hole extending about a third of the way through, 2 circular holes that extend another third, and is solid on the top of the head. Anybody know anything about this? I would love to add a handle to it and use it for light chopping, but I have no idea how to go about this.

I was going to say it sounds like a marbles, and I see it's already been suggested.
Would he surprised to see that it's some other king of funky eye shape.
 
Theres a chance it could still be a marbles.
The marbles #2 safety axe had the same eye shape as the others ,but didn't go all the way through because it had a metal handle that was pinned in place
