Have a bit of a big issue.

So, back in '01, we bought my dad a serrated Police with stainless grip. He carried it every day he could since. About a year ago, the pocket clip became loose and he shore one of the screws. The broken half of the screw is now stuck in the handle, and the clip is super loose. Any way we can fix it?
 
Try an easy out or screw extractor. Some of the specialty stores will sell individual sizes, but most hardware stores sell sets.
Try and find out the screw size from Spyderco, maybe someone here could ring in.

Your best bet is to send it in for warranty service.

Otherwise, if there's not enough of the screw sticking out to grab with some pliers and turn it that way, I think the only real option is to drill it out. Even if you foul the threads you could easily re-tap the hole for a slightly larger screw if necessary.

I mean no offense, but since you're asking here it sounds like you really should just send it in. They'll sharpen it up for you too.

+1 on this. Spyderco has an excellent warranty and will fix it properly and put a factory edge on it.
 
Send it in. You bought it for dad who has carried it everyday for 13 years. It means alot to him and it's worth whatever it costs to repair it at Spyderco. They will probably take care of it for free.
