have an idea for a knife

I have an idea for my dream combat blade I wonder if I can make it come true for under 4 bills. I essentially want a coldsteel blackbear classic on steroids with a classic pelt peg leather sheath like the laredo and Natchez have. I want it in 5160 or 01 or other strong tool steel 9.5-10" blade 1/4" thick with black micarta scales. I want a beefier,larger version of a subhilt double edged clip point fighter to put it simply.

Many a maker here would gladly take on the task, Don't know what the cost will be, subhilt's have a lot of extra work needed then just regular old handle slab. Could probably work with someone here.
