Yes - absolutely.
First of all - I always rent a car - Vegas is easy to navigate, and all the casino's have indoor parking so that little old ladies can get from the parking to the casino easily. Having a car prevents you from waiting on the strip for the buses, which are invariably full, and take forever to go up and down the strip.
If you don't have a car, you just have to use the buses or taxis. Not my cup o' tea.
In the casinos, if you gamble, always get a players card and use it. Many casinos offer freebies for signing up - and you can get free buffet's etc. at the Orleans , the Wynn (my favorite) , and a few others.
In addition, many casino's will send you email and postal offers for cheap rooms if you use your card in the casino - I stayed for a week at Bally's last Sept for $250 for the whole week in a NICE room.
That said - here are a few places to see:
Top of the World restaurant in the Stratosphere.
Call ahead, get reservations for 30 minutes before sunset. It is a little spendy, but the food is fabulous and the views are breathtaking. I take my wife there every time we go. In my opinion, it is a must-do.

The Village Seafood Buffet at the Rio is also awesome - it is around $40, but look in the "vegas" magazine in your room for coupons. There is a pile of crab claws and legs (one pile each!) that is two feet tall. I could just stay there for the week lol....

You'll find plenty of places to eat, those two stand out in my experience.
Make sure you get up to Fremont Street - on the north end of the strip. In the evenings they have a great overhead show, it's free, and that is the old strip - you can see Binions etc.. There are a lot of street performers, and it has a little carnival atmosphere. You can park in the Binions deck and get your parking validated there.
The Blue Man Group show is very cool - I loved seeing it - you can get discount tickets on some airlines (allegiant for one). Saves a little cash.
Sirens of Treasure Island (TI) - Free show every hour or so right on the strip - just walk up and watch. Kinda cool -

Fountains and Gardens of Bellagio - The fountains have a show set to music every 15 minutes, and the gardens are spectacular - check it out.

Like Lions? They have a feeding in the afternoons at the MGM Grand.
So - lots to do and see, I have not scratched the surface - If you have a car you can drive out Charleston to the far west side and drive through the Red Rocks preserve.
There is a Wal-Mart on Charleston if you need supplies.
There are also several discount liquor stores on Charleston - east or west - I usually get a little liquor for my room, but there are plenty of free drinks provided for people who are gaming.
