Heat treating handles?

Hello,

I'm trying to make my second knife and it's going to be a balisong. I don't have much access to equipment or materials so I'm going to be using O1 for the blade and handles. For the stop pins, I will be using stainless steel rods I found at my local home renovation center; I will be cutting and peening them. Should I heat treat the handles to reduce wear at the stop pin area?

You can either HT it or just leave it normalized. If you do HT it though, make sure you temper it softer then the blade.
 
What does normalized mean? Is it the same as annealed? I think I will HT the handles too.

Normalizing comes between annealing and hardening. Heat the blade to critical and let air cool as opposed to slow cooling or quenching in oil. This will reduce grain size, relieve strain in the blade, and leave it between annealed and hardened in hardness.
