Does heat treating require a specialized oven for steel or would a small kiln used for ceramics/pottery do just as well?

Hot is hot, if you can control the temp accurately then a kiln is fine.

The deal is they are made out of exactly the same parts, the knife makers heat treat furnace is usually smaller with a door. Being smaller usually means the temperature variance internally is usually smaller. Kilns are usually top loading which is the biggest problem. You have to get the knife out quickly for the quench and diving into a 1950 degree kiln face first to grab a knife blank woudln't seem like fun. They will work, they simply aren't as easy to work with as a heat treat furnace. Now wait for half a dozen guys to step up and say they use a kiln.:)
