what is the most simple and best way to temper a blade with out a forge or furnace?
 
If you really mean "Temper"....your wifes oven. If however you mean the entire process, you will need some kind of forge or furnace. The blade had to be hardened before you can temper it, It has to be heated to Non-Mag first and quenched. I have hardened sword blades in a trench filled with charcoal and used a hairdryer to fan it and have built ling forges from stovepipe.
For a small blade you can build a mini forge and use a propane or mapp torch to heat it.
 
What size blade, and what steel? Some people like a torch with a rosebud tip, or a number of MAPP torches, or a pit of charcoal. Critical temperatures for most of the simple steels aren't as high as forging temps, so it's not that hard if the blade is small enough. I'm assuming you're referring to the whole process, just for discussion.
