Is this carbon or stainless steel blade?

It is a triple laminate steel. The outside layers are stainless - I do not know the alloy of the core layer. Read below for more information :)

Helle Symfoni. 8" overall. 3 1/2" mirror polished stainless blade. Curly birch and reindeer staghorn handle. Embossed black leather belt sheath. The differences between a Helle knife and other knives are many. The main one is probably their use of a triple laminated steel blade. What they do is forge in a thin slice of hard steel between two tough stainless steel layers. As a result the blade is almost impossible to break while retaining its sharpness longer. The steel they use is more expensive than in many other knives, but that's all part of Helle's philosophy of never compromising on quality.
