I consider my self a knife newbie, at least when it comes to traditional folders. I am more of a balisong flipper and have a BM42.

I am looking for a folder that have the following qualities:

around $50

less than 4" but more than 3"

looks nice

stays sharp

strong steel

low maintenance

strong lock

good overall build quality/fit and finish

EDC

not sure about what profile

Plane blade NOT seraded

It's a little bit above your price range but it's worth it. Check out BM Stryker Nitrous. Really nice folder. I got mine yesterday and I couldn't believe the quality, I got more than I paid for.

Queen 41L in Amber Carved Stag Bone.

(Yes)

less than 4" but more than 3"
(3 3/4")

looks nice
(For Sure)

stays sharp
(D2 Steel)

strong steel
(Again, D2)

low maintenance
(D2 is close to stainless, pretty low maintenance)

strong lock
(Nice Liner lock, haven't heard of any problems with this model)

good overall build quality/fit and finish
(It's Queen, and the Amber Carved Stag Bone line has been some of their recent best)

And it's very traditional! :D

Do you want it serrated, plain, or partially serrated?

What blade and point profile do you want? Drop? Clip? Swept? Perhaps a tanto, hawkbill, or wharncliffe?

The better you can describe the intended use of this knife the better we can advise you.

Sorry, I edited it.

The first thing that comes to mind is the Spyderco Endura. It's the right price.

Blade: 3.75in long, 1/8in thick
Steel: VG-10

The Leek has a 3 inch blade, so if for some reason the blade absolutely has to exceed an even 3 inches that disqualifies it.

The knife Confederate suggested isn't the only good knife offered by Queen within your price range. If you're not looking for a super high-speed kickass tactical manstabber then you'll probably be able to find something from them to fit your needs. Here's two more-

For a "traditional" folder. I'll third the Queen suggestion.

If SS handle is OK for you I would go for Spyderco Adventura. This knife is more expensive, but will be discontinued in 2008 and now can be found at $50+ on the auction. 3.25" VG10 recurved blade and very comfortable handle with laser cuts for better grip. Beautiful knife.
Also, I second Spyderco Endura. You can add waved version if you need it, or for $20 more ZDP189 model. D'Alara drop point is also nice.
If it is too big, than Delica, Native, or Centfante 3 or 4.
good luck

I recommend the:

Spyderco Delica waved
Kershaw Leek
Benchmade Griptilian

All three fit your criteria and have been proven time and time again by the community.

Spyderco Native, 3-1/8" Blade, CPMS30v steel, 48.97 at WMart, nice looking spider web design. Has most if not all attributes you desire.
Made in the USA.

Kershaw Blur or Cyclone
Benchmade Griptilian great knife but over $50.00
Spiderco Native a nice little knife !! Under $30.00 at Wal Mart S30v blade ! too

These all are great knives with different opening mechanisms and different blade styles
