Help/advice with an unknown stone

I found this stone in with a bunch of acquired equipment.

I'd like to know:

1 - What is Frictionite? can/should it be used to sharpen knives?

2 - Do I use Oil? Water? whale oil? ;)

3 - What's it worth?

I read the same story about Louis Hiatt a couple years back.
This stone is easily 20 - 30 years old.

Just from the look and feel, it's not the coveted 00, but it on par with med Arkansas and the size is fantastic.
I haven't used it yet.
 
Based on what little I read about the Frictionite brand, you might have a decent one there (at least).

Regarding your question about using it with/without oil, if the stone isn't oiled yet, I'd first try it with just water (or perhaps water with a little dish soap). It's nearly impossible to 'un-oil' a stone, once it's oiled, so if it's clean now, I'd try to keep it that way (personally).
