Help! I am looking for someone who can read Japanese

This item has been in my collection for many years. I came across it today while sorting through some of the knives. It's a signed tanto knife (although for all I know the signature is Japanese for made in Hong Kong

). I would appreciate it if someone could tell me what it proports to be, or at least let me know whether it says something like: "beware, the person who bears this is a fool"

I'm not a Japanese but a Chinese.
But in the Second PIC, the left word is "eye" and the word on right side is "moon" but the two words are turned 90 degree to left because the picture.

The words on third PIC look like the maker name.
