Help identify a tool?

Looking for information about this angle gauge. Can anyone identify it? General tools makes something similar but it's junk. Any help appreciated.

Looks like a protractor/scale combo. Also to measure angle when sharpening drill bits. You will be able to see if the point on the bit is in the center and this will show one side is not longer then the other.
