Help identify agency stamped single bit

I'm looking for any input to as what the initials "PDFW" would stand for. They are on a Dayton style 3 1/2lbs single bit. There are ribs in the eye and traces of red paint. No other markings on the head. The original owner ran a small saw mill in Fulton county Pa., I'm going to restore it for a family member. Thanks

Pennsylvania (or other agency that starts with a "P") Department of Fish and Wildlife

Just my guess. Given the letters are not aligned I'd say someone with a hammer and off the shelf die set marked these for whatever agency he worked for.
 
Didn't find any PA Dept of Fish and Wildlife.

Thanks guys, I was inserting all the likely agencies (forestry and wildlife) but couldn't find anything that matched on line. Steve, looks like you provided me with the winner. That's my story and I'm sticking with it.
