help identify knife from grams house

Just found this knife in box of my mother and grandmother items. it is about 12 inches overall. Blade and handles each about 6 inches. When closed the blade fits into the handles. Each handle covers half the blade and when partially opened, the knife looks like hedge clippers, but the handle can be squeezed together to form a grip for cutting. No markings, looks vintage because the brass and ??aluminum or lead like handle appears to have bakelite or plastic inlay. Doubt bone based on chipped corner. I cant find way to post the pic. Suggested sources to identify much appreciated.

Looks to me to be a post war Filipino handmade balisong, judging by the aluminum bolsters.
In pretty poor shape.
