Help Identify the Manufacture. Collector Knife

I have a cased, two-knife set, of unknown manufacture. I suspect Case/Alcas/Ka-Bar as the blades are marked Olean N.Y.

Case is fairly good wood 12½ by 9 inches. Glass top. Red Velvet with two knives and a sharpening stone. Brass fittings of good quality are used for hinges and lock. The bottom of the case is inset and has a wall hanger attached. The left bottom compartment has a metal 1½-inch by 6 inch plaque that reads

“The American Frontiersman
As the American Frontier developed, a knife evolved that was unique to this country. These knives echo the hardships and triumphs ... Etc. Etc.”

The knives are 10½ inches and 9½ inches. Blades are 6 inches and 5 inches. The blades are thick and where it is not ground there are slag marks (Kind of Polka Dotted). The 6 inch blade is 1½ inches wide and the 5 inch is 1¾ inches wide. About 75% of the blade is ground.

The tang goes clear through the handle. The handle is capped with either pewter or some aluminum like alloy (Maybe Titanium). The caps have a relief of a Musket, Powder Horn, Knife and Possables Bag. The same relief appears on the plaque. The guard is of the same material. The 10½ inch is a double guard and the 9½ inch is a single on the blade side only.

The handle is a wood like Tiger Eye stone in appearance.

The blades are marked American Frontiersman and Olean N.Y. The reverse has a 4 digit serial number followed by an ‘S’

Any Sugestions?
 
Well the hilt (Guard) and the Cap are Aluminum. At least they can be shaved so I doubt they are Titanium.

Also the brother these belonged to, owned them before he went to prison in 1988 perhaps for several years. The reciept in the box shows the serial numbers and a brief discription as 'American Frontiersman 2 knife set', but the carbon copy date is unreadable. Looks to be 197X something.
