Help Identifying Old Multitool Passed On To Me

My Great-Uncle used to have this old multi-tool (honestly don't know what to call it) hanging on a nail on the wall of his cabin when I was a little kid in the 70's. He never used it, just hung there with various other "wall hangers" for decorative purposes.

He passed on over 25 years ago, and the knife was found amongst some other junk and given to me.

I'm curious if anyone has seen anything similar and could indentify or date this? No idea what type of metal the blades are made of; handles appear to be some type of bone, maybe. The only identifying marks on the entire piece are something "test" and "japan" on the largest blade. Overall length without the hanging loop is around 4.75", and the longest main blade is about 4".

Sorry for the crappy pics. Don't own a nice camera and work too much to ever be home when there's natural light out!

No interest in value, as it's never going up for sale. Will probably hang on my wall in the 'gun room'. Thanks in advance for any info.

"Sakurai" on the main blade;

Doesn't say Sakurai anywhere. The main blade says "Japan" and what may appear to be "HI-TEST" stamped lightly just above the word Japan.

Only other inscriptions are "Stainless" on the backside of the handles on the knife and spoon.
 
based upon the 100% similarity of the sakurai and hi-test marked hobos;
i m going to assume that hi-test is either a non-japan based cutlery importer
or a japanese exported cutlery brand.
either way,
i m pronouncing both to be the same product which is probably marked and produced by the same manufacturer.
