Help identifying this Randall sheath.

Picked this Randall sheath up recently and not sure what knife(stiletto ?) it is for. Thinking it is from the 1970's. Total length is 11 1/2 it is 2 1/4 at its widest and approx. 15/16 at the narrow bottom. Blade length would be 7". Thanks in advance

I'm pretty sure it's for a small toothpick, model #13.
 
Rare early 1970's sheath. The knife pic isn't showing, however...
