Help ID'ing a folder

All I have is the photograph.

Only marking is "DX1510M" on the blade; I poked around some online, it appears this is a USCG approved lifeboat knife(or thereabouts, commensurate with my limited knowledge) and readily available.

As it's of current manufacture I assume it has composition handles and is of stainless steel.

History? Manufacturer? Quality? Details? Price?
