He wants a hawk with a hammer on the back. Is the Trailhawk, Pipehawk, or Rifleman's Hawk better? He wants it to be a thrower and a chopper.

The Rifle Hawk would be the best one for chopping and using as a hammer because it is fairly heavy. The Trailhawk is the best thrower because it is light weight but the hammer head isn't terribly useful as the chopping head is small. The Pipehawk is a compromise of the two in my opinion.

So the pipehawk would probably be best? I was concerned that it sacrificed usability for trying to look like a pipe.

You might also look into the new CRKT Hawks. They are really nice quality, nicely priced, and one of them(the Woods Chogan) has a hammer. I love Cold Steel, but in my experience, the Cold Steel hawks aren't as good out of the box as the CRKT ones are.
