Help me pick a new knife

Hey guys I need some help and advice picking a new folding knife. I would prefer it to be a custom or atleast a high end production folder. The type of knife I am looking for is just for EDC that can handle anything I might need to do, within reason.
Appearance: I want it to be slightly tactical but acceptable, in other words not scarey looking so no black serrated blades.
Blade: satin or perhaps stonewash plain edge blade,
Size: blade around 3.3-3.5" overall about 8"
opening: thumbstuds, maybe flipper or disc
Lock: liner, frame or possibly some kind of axis lock type
Carry: tip-up only
Steel: some type of higher end steel, S30V,154CM,VG10,ATS-34
Handle: similar in setup to an emerson custom, first quarter titanium, the rest g10,micarta, carbon fiber
Price: I would like to keep it under $250
Like I said I would like this to be my first custom folder. Any help or suggestions are welcome, but please don't suggest knives way out of my price range like striders or sebbies and don't turn this into some kind of tactical debate. Thanks guys
 
$250, 3" hand rubbed satin finish, hollow grind, G-10 on one side, and a frame lock. Thumb studs, tip up only, CPM154...

This is the knife I bought from him. If his photography skills were as good as his knife making, you could get a better idea. The pictures don't do this knife justice.

This is one of the smoothest knives I've had the pleasure to handle. Even semi-custom production knives that cost almost twice as much. He does great work, and this knife is a pleasure to carry and use.

If you want to keep a custom under $250, it will be hard to do if you're set on Ti and carbon fiber.
 
$250 is kind of low for a custom. Other than the one he just listed I don't of any that will at around that price. Maybe Zemeno Knives he has a forum in the makers section and I've heard great things about him. Also you can get a used Sebenza or possibly a Strider if you look in the sales area of this or other knife forums and keep your eyes open. I like the Manix 2 or if you go to Aeromedix.com the have Limited Edition Ritter Griptilians with M4 blade steel for a limited time. Everybody is raving about the Spyderco Bradley in M4 steel also with a look.
 
You will be hard pressed to find a custom folder for under $250. Especially if you want titanium & CF. You won't find one in with those materials is THAT price range. But, if you want a stainless steel frame lock, I know someone.

Thanks for the help. The Ti and CF combo is just a suggestion, not set in stone. A handle with just plain g-10 only would be just fine.
