Help me understand de-burring

I have read several threads and searched the net quite a bit. Can someone explain some basics to me about sharpening and what to do with the burr. I am using a WE that I just purchased recently. I have tried to sharpen 4 knives on it to date. I am getting good results but I want to take it to the next level. I want to produce razor sharp edges. I have gotten pretty good at detecting the bur when I reprofile. I don't really know what to do from there though. Do I just continue to chase the burr back and forth as I progress through the stones? I have the basic stones by the way. I have 100, 200, 400, 600, 800, and 1000. Do I try to remove the burr after each progression? If so, what is the best way to remove the burr? Is a wire and a burr the same thing? Like I said, I have gotten ok at sharpening but, my edges still don't slice phone book paper yet.
