Help me understand this law?? (Sierra Madre)

Hey guys,

I Live in Cali. I know the basic laws for the state but my city (Sierra Madre) has its own laws. The law is copied word by word below

It is unlawful in the city, for any person to carry concealed upon his or her person, or carry within any vehicle which is under his or her control or direction, any knife with a blade three inches or more in length, any snap-blade or spring-blade knife regardless of length, any ice pick or similar sharp stabbing tool, any straight-edge razor, or razor blade fitted into a handle other than a handle designed for shaving, or any spring gun, air gun or any other cutting, stabbing or bludgeoning weapon, or device capable of inflicting grievous bodily harm. This section shall not be deemed to prohibit the carrying of ordinary tools or equipment in good faith for honest use, work, trade or business and for the purposes for which such tools or equipment were designated.

Does this mean the blade size only counts for concealed??? I'm not the best at interpreting laws so any help is appreciated. Can anyone rewrite this in a simpler form?

I interpret this as you cant carry any knife concealed period, you can carry knives if they are not going to be used as weapons, so if you had your knife on your belt or attached to your pack and were going hiking in the forest that would be fine, but you probably cant just have a knife attached to your belt to wander around unless there was a good reason for it, because self defense seems like it isn't considered an option from what that says, you would have to say you were going to cut boxes or something with it...
