Help removing black scale

Hello there!

I am trying to restore this straight razor, something I have done several times in the past with relatively minor difficulty. However, this time I am having some issues. There is a patchy black scale on the entire blade that I cannot get off. Here is what I have done already:

Spent about an hour sanding with 220 grit wet/dry
Spent about a half hour with a scouring pad and rubbing compound
Got desperate and tried using a dremmel with rubbing compound

Nothing is removing the scale, please help!

Try soaking it in Vinegar over night it might loosen the scale up? Just Apple vinegar from the 99 cent store is fine.

Tried that last night, and all it did was blacken the blade

It's not scale. It's pitting. You will have to remove the surface of the steel to below the depth of the pits.
