HELP - Shirogorov NeOn Lock Stick

Looking for some help stateside with a NeOn that has lock stick.
I have already rolled the dice and sent it to Russia once for the same issue and it came back in similar condition as it left. I am not willing to gamble sending it again.
Are there any makers/customizes out there that one would trust with work like this?
