Help w/ rust

Ok guys, need your help. I picked up a damascus piece recently that shows more rust then I had hoped for. I am a collector, not a maker so I have no clue how to fix this or even I should try or send it to a maker to fix for me?

Here is the problem area, as you can see there is some on the blade and also some on the Damascus guard.

If you can get the handle off without damaging it and own a battery charger, then do it yourself electrolysis would be an easy way to remove the rust. Good instructions here. http://www.instructables.com/id/Electrolytic-Rust-Removal-aka-Magic/ And there are plenty of videos on Youtube explaining the process.

Flitz metal polish with a shop rag and a lot of elbow grease works very good for light surface rust on knife blades, and I have had good success doing it that way. But your knife looks like it is pitting some what, so Flitz might not be the way to go.

I had this same issues, and I'm sure you're wanting to fix this without so much as scratching the blade? Take some toothpaste, put it on a microfiber rag. Rub the area till the rust is off. I did this and it worked like a dream
 
It appears the guard was soldered to the blade using acid flux. You can remove the rust with 0000 steel wool. It will probably return, so watch for it.
I would soak the area with WD 40 and hope it penetrates into the joint.
