Help. Weird sharp.

I am fairly new to sharpening, especially free hand. I have sharpened and stropped my 5.11 alpha scout folder, it's AUS 8 steel made in Taiwan, if that helps. Here's the problem: it will remove hair from my arm absolutely painlessly (think brand new Gillette Mach 3), but wont pass paper cut test. What is it? Has anyone had something like this happening to them?
 
Sounds like you either have a chip or roll in the edge and the paper is snagging on that spot or you just haven't completely removed the bur, which would make it feel sharp, and perhaps shave arm hair in the side with the bur, but wont slice paper. Do a few alternating passes on your finest stone at about 5° higher than you had been sharpening with EXTREMELY light pressure (literally just the weight of the knife) and see if that doesn't fix the problem.
