Help with cleaning an Old Timer

I got a 77OT today and it was in pretty good shape but there is some weird gunk on the first blade and the bolsters. If I stuck it in soapy water and scrubbed with a toothbrush would I be able to easily displace all the water from the pivot with wd-40? I don't want water standing on 30 year old carbon steel blades is my only worry.

I use Dawn detergent, warm water and toothbrush. Blow out all the water etc with a can of compressed air. Then use a use hair dryer lightly and lube the whole thing with mineral oil.
Wipe off excess. Mineral oil is the only lube I use.
