Help with Custom AG Russell Maker ID

Posted a picture of this knife to AGR on another Forum. He couldn't remember maker's name but thought he was from California and made it about 20 years ago.

Any help in identifying maker of this fine tactical linerlock would be appreciated.

I believe scales are titanium with a "water patterned surface". Blade is 4".
