If i do a differential heat treat on a 1095 blade with clay on the back half should i quench in water or oil and do i need to temper it?

It is usually a good idea to quench blades in oil to prevent cracking the edge. Yes, once hardened it will need to be tempered.

A friend of mine, Kevin Cashen- ABS Mastersmith, once told me "The only thing I do with water in my shop is drink it." Usually, when a steel is listed as water hardening, they are referring to big thick industrial size pieces. Most makers quench water hardening steels in a very fast quench oil.

Also depends on what you want, if yer doing something Japanese-style, you quench in water. Otherwise if you just want that little line there, light oil will do.
