Help with History/ Maker of U.S.R.S "CCC" Double Bit Axe 4lb. Marked w/ "8"

Hello, Can anyone help me out with a little history on this double bit axe? Any ideas on the maker? Time period? It's 10" W with 4" Bits; forge welded/bit welded and stamped U.S.R.S. (United States Reclamation Service). It is also stamped with what appears to be an "8" inside of a square. Thanks for any information. https://flic.kr/s/aHBqjBJf3H
 
The USRS, broke off from the USGS in 1907, then in 1923 it was renamed The Bureau of Reclamation.

So it makes sense that stamp was only used from 07 to 23. I doubt you’ll get any closer than that.

the head is certainly characteristic of the timeframe too.
