pick this one up at the flea market yesterday. Please help me identify if you can. The handle looks to have had green and white paint on it at one time.Should I clean it or leave it alone?
looks like LCR with a arrow going threw it.

excelsior I think it's trying to say. I don't know the maker. If it was my axe I would keep it looking like it is already but sharpen. No rust, it's in great shape.
