Help with Info on a National Pattern Plumb BSA Hatchet

Picked this up at a gun show a couple of years ago. Have a few questions for the experts.

I believe it to be from 1949-1955. Is that correct? If so, is it possible to narrow the date range?

Is the poll hardened on this or how can I determine if that is the case?
