I can't really see the blemish you are referring to (looking on my phone), but if I'm understanding you, I'd consider trying a very high grit sandpaper and working my way to a lower grit until it's gone. For example use 1000 grit, the if that doesn't work go to 500, and the 220, until you find the one that takes the blemish out and the work back up - 220 to 500 to 1000.
If it is brass or copper than a damp patch or cotton ball with rifle bore cleaner, (I prefer hoppe's #9), applied to it and left sitting on it for about 10 minutes will remove it when you wipe it dry.
Just put a decent patina over the top bud. Will add a bit of rust proofing to the blade as well as cover up said marks. Plus it's fun making a custom patina. Good luck bro..
